After being upgraded from a dispensary into New Type Primary Health Centre, this PHC at Shutloo village of Baramulla district is an example of how the government departments are wasting the tax payers money. According to the in charge doctor, it is the patients who are in a way responsible for keeping this newly built building empty as they don’t turn up to get cured. A single lady doctor apart from a medical assistant is there to treat the patients. This health centre has not been provided with a proper water connection also. Mir Yaseen reports from Baramulla
