Power development department (PDD) in Kulgam is declining the Below Poverty Line (BPL) ration cards of consumers in villages of Kulgam as the department is billing these consumers for electricity on high tariffs. The poor card holders are charged as per the tariff meant for Above Poverty Line (APL) consumers. Hundreds of such households in the villages of Kulgam are provided bills which are quite unaffordable for them. Sajad Shah reports from Kulgam.
