Gulzar of Saderkote Baala Bandipora was picked up by the army on 2nd February 1999, on what his family claims, on the direction of a local Ikhwani (Renegade), Abdul Rashid Billa after Gulzar failed to pay the extortion money to him.  He was being harassed for tearing the election posters of a notorious Ikhwan leader, Kukka Parray. He was taken to Chak Hajin army camp and the following day his father was informed that Gulzar died in a blast in Dodwan forests.
